Fairer taxation for trust: the time is now!
Six years since the onset of the Crisis many advanced countries continue to face high unemployment, sluggish growth and weak public finances. Growth is also slowing down in emerging markets. Meanwhile, as recent revelations have demonstrated, the frayed international tax system has long allowed multinationals to plan their way around paying corporate taxes. And bank secrecy has let individuals stash money undetected, and untaxed, in hidden corners of the world. Such practices erode the integrity of our tax systems, damage the capabilities of our governments, diminish economic growth and corrode the trust of our citizens who are the vast majority of taxpayers. Read more

Export restrictions: facts, fallacies and shovels
As a new OECD report on export restrictionspoints out, since “no country is self-sufficient in every raw material, it follows that virtually all countries are vulnerable to any attempt to restrict the export of at least some commodities.” And yet, the use of export restrictions seems to have increased over the past decade.  Read more

Institutions, Interconnectedness, and Inclusiveness: Three “I”s for better lives in Eurasia
The world has had its eyes riveted on the tensions in Ukraine. The rest of the Eurasia region in particular is facing important economic and political challenges as a result of these tensions.The region, at a crossroads between Russia, China, India and Europe, has had some success in the past couple of decades in transitioning from a planned to a market economy. Yet international experience has shown that strong economic growth and generous resource endowments alone are not enough to guarantee social peace and prosperity, especially in a region as diverse as Eurasia. Read more

Beyond GDP indicators: To what end?
When a French MP recently decided to draft a law for the adoption of Beyond GDP (BGDP) indicators in France, she was told that such a law wasn’t necessary because BGDP indicators already existed and were published annually in the country. The MP replied that nobody in Parliament or government was aware of it. The reason was simple: the new set of indicators was published in the annex of a very technical administrative report – in a place where nobody would even bother look at them. This example sheds light on an important dimension of the BGDP indicator debate: measuring and publishing indicators is not sufficient, it is essential to reflect on how they can be used practically in policy making processes. Apparently many of us wouldn’t, and the ads soon disappeared. If you get the right person sending the right message though, stars can be very useful.  Read more

Lobbying: an opaque activity of dubious integrity?
On receiving my copy of Lobbyists, Governments and Public Trust, Volume 3I rushed straight to Chapter 15, History of Slovenian lobbying regulations at a glance (and who wouldn’t?). Given that an OECD glance can be nearly 600 pages long, making you wonder how many forests would die to print an in-depth look, I was deeply disappointed to see that the Slovenian regulators only got a few paragraphs.  It’s not that they don’t care. Former foreign minister Zoran Thaler had to resign from the European Parliament and got a prison sentence. But Slovenia seems to be an exception. An OECD survey in 2013 on lobbying misconduct concluded that “governments either have no sanctions in place or don’t apply them”. Read more
