In DCD, we contribute to developing better policies for better lives through transparent data on development finance, and improved development cooperation practices and policies. We provide evidence-based policy advice and an open forum to share and build knowledge.

DCD supplies technical expertise for the OECD Development Assistance Committee and helps build consensus among its members and the wider development community to improve development effectiveness.

The DCD Director is Jon Lomoy  and the Deputy-Director is Serge Tomasi. 

It has a staff of approximately 70 experts plus support staff, organised around the Director's Office into the following:

• The Policy Co-ordination Division a significant range of policy issues, including: aid for trade; capacity development; conflict, peace and security issues and fragile states; Environment and development; poverty reduction; gender equality and women’s empowerment; governance and anti-corruption; private investment for development and untying of aid are also important parts of its work programme. It also contributes to OECD-wide work on Policy Coherence for Development. It engages members and observers through corresponding networks.
• The Aid Quality and Architecture Division works on Aid architecture and aid effectiveness, and services the Working Party on Aid Effectiveness. The division also supports the implementation of the Paris Declaration on Aid Effectiveness (2005) and specific work on public financial management, procurement and management for development results.
• The Review, Evaluation and Engagement Division monitors the aid programmes, including humanitarian aid, of individual DAC members through peer reviews and country-level assessments. It also deals with evaluating development programmes and covers DAC engagement beyond its members.
• The Statistics and Monitoring Division collects and compiles statistics on flows of aid and other resources, including their type, terms, sectoral breakdown, and geographical distribution among developing countries. It tracks performance against members’ ODA volume commitments.

DCD also works closely with other OECD development resources:

• Policy Coherence for Development: for policies that support, rather than conflict with, development
• The Development Centre: a forum for innovative solutions to global development challenges
• Global Relations: partnerships with non-OECD members for truly global development
• The Sahel and West Africa Club: focusing on the special development and integration needs of this region
• The Africa Partnership Forum: encompassing the Africa Union, NEPAD, G8 and non-G8 OECD countries
• PARIS21: Paris21 works with 120 countries to target and measure the impact of poverty-reduction policies using a proven approach for building robust statistical systems. Currently, 93% of these countries have started the process.

In 2002, the Development Cluster was established under the authority of a Deputy Secretary-General, consisting of the Development Co-operation Directorate, Development Centre, Sahel and West Africa Club, Africa Partnership Forum, Partnership for Democratic Governance and Global Relations.
