The Bank will achieve its vision through promotion of good governance as well as programmes that provide opportunities to the poor by improving their access to productive assets, technology, information and social services. The 1999 Education Sector Policy Paper states: The Bank appreciates the important role information technology is playing and will continue to play in the education sphere especially at the level of higher education. ICTs (i.e. distance education and open learning, the Internet etc.) offer powerful tools that could facilitate regional co-operation in education development (especially at the secondary and tertiary levels).
