Guiding Principles/Objectives

 

Programmes

Section DATC/T: 

Programme ADEN:
> Enable network access for the greatest possible number of users;
> Reduce individual access costs. 

Programme ARTIC:
> Support for National strategies to develop NICTs (new information and communication technologies);
> Implementation of conducive legal and regulatory
frameworks.

Programme PROCOOPTIC:
> Promote wide access to sources and tools of knowledge, for developing countries in particular;
> Ensure online presence of the South's creations and assets and thus a better linguistic balance on the worldwide web;
> Promote appropriation of information technologies by users, so they do not remain mere consumers but are able to produce their own content and applications.

Section DCT/IIA:

Support for the development of e-Government for good governance
> Promote the appropriation of information technologies in government;
> Development of local applications to serve citizens.

Section DCSUR/RTV:

Implementation of a scientific and technical information system in 12 PSZ countries:
> Enhancement and dissemination of African scientific research for incorporation into international networks;
> Access to knowledge.
