    Public Procurement in Germany - Strategic Dimensions for Well-being and Growth

    As the largest economy in Europe, Germany has a massive public procurement market, accounting for around 15% of GDP (EUR 500 billion) per year and affecting many areas of the economy and society. This review analyses public procurement's impact on the well-being of Germany's citizens by focusing on six areas: economic impact and beyond, the legal and governance framework, centralisation, e-procurement, strategic procurement and human capital. In addition, it analyses procurement at subnational level, since almost 80% of procurement in Germany is conducted by Länder and local governments.

    Digital Government Review of Panama - Enhancing the Digital Transformation of the Public Sector

    This review explores how Panama can enhance and harness digital government to achieve broader strategic goals at both national and local levels. It looks at institutional governance, legislation, and inter-departmental co-ordination, including institutional capacities and skills for delivering quality public services. It identifies opportunities for making public service delivery more efficient and inclusive, as well as for expanding the strategic use of data. The review provides policy recommendations to help Panama enable and sustain the digital transformation of the public sector.

    Risk Governance Scan of Kazakhstan

    This report presents the governance framework in Kazakhstan for managing disaster risks. A wide range of disaster risks are present throughout the national territory, primarily floods, landslides, avalanches, but also extreme cold and heatwaves. The report reviews how the central government sets up a national strategy to manage these disaster risks, and how a national risk governance framework is formulated and executed. It examines the role of the private sector and other non-governmental actors in contributing to resilience at a national and subnational level.

    Risk Governance Scan of Colombia

    Colombia has launched an ambitious reform to improve its risk governance and boost resilience to disasters. This OECD Disaster Risk Governance Scan reviews Colombia’s progress in implementing the reform against the 2014 OECD Recommendation on the Governance of Critical Risks. The report identifies success factors and good practices in implementing the disaster risk reform agenda, focusing on central government policies and their implementation, and provides a set of recommendations to strengthen Colombia’s efforts in the future.

    Open Government in Argentina

    Argentina is undertaking an ambitious reform to move beyond open government to become an 'open state'. This review assesses Argentina’s progress with implementing the 10 provisions of the 2017 OECD Recommendation of the Council on Open Government. Based on extensive data gathered from all branches and levels of government, as well as civil society, this review assesses the progress made to date in these reforms and highlights good practices. It also provides guidance on how Argentina can better align its public sector reform with the Recommendation to achieve its vision.

    Open Government in Tunisia: La Marsa, Sayada and Sfax

    This report analyses legal and institutional frameworks, public policies and open government practices in Tunisia at the local level. It is based on three pilot municipalities - La Marsa, Sayada and Sfax. The report proposes recommendations to help the central government create an enabling environment for open government at the local level. It also provides support for the efforts of these municipalities and those of civil society to establish new mechanisms for participation, transparency and accountability.

Public bodies around the world are increasingly using BI to design and implement better public policies based on evidence of the actual behaviour and biases of citizens and businesses. This toolkit provides practitioners and policy makers with a step-by-step process for analysing a policy problem, building strategies, and developing behaviourally informed interventions.
