    This report provides a comprehensive view of practices and developments in the governance, implementation and performance of budgeting across OECD countries. It looks at recent practices such as the application of medium-term frameworks and the use of data and analytics to highlight the impacts of policies on concerns such as gender equality and the environment. Reflecting countries’ efforts to strengthen the insitutions supporting ficsal policy, the report also discusses trends in Parliamentary oversight, citizen participation, transparency, infrastructure governance and the management of fiscal risks.

    Engaging Local Employers in Skills Development in Australia

    This report focuses on how to better engage employers to increase participation in apprenticeship and other work-based skills development opportunities, which support local economic development objectives. The report begins with the description of relevant economic and labor market condition in Australia and across states and territories.A key part of this project is the implementation of an employer-based survey in Australia, which gathers information from employers about their skills needs and barriers to apprenticeship participation. The project also takes a case study approach to understand various implementation strengths and weaknesses in Australia. The aim is to understand the interaction between national, state and local programmes and policies while offering practical advice to improve coordination and the participation of employers based on international best practices. For each case study area, interviews were undertaken with local stakeholders in the fields of vocational training, employment, and economic development in order to collect evidence around local actions being taken to boost participation in apprenticeship and other work-based training programmes.

    Multi-dimensional Review of Thailand (Volume 2) - In-depth Analysis and Recommendations

    Thailand is a fast emerging country that aspires to become a high-income economy by 2037. Still, Thailand’s growth path has created large disparities that risk obstructing the next stage of development. This report lays out three transitions that Thailand needs to master to build capabilities and sustain faster but also more inclusive economic growth. First, the country should move from a growth path dominated by few and geographically concentrated sources of innovation to one that focuses on unlocking the full potential of all regions. Second, to support a new growth agenda, it should organise multi-level governance and the relationship between the many layers of government more effectively, particularly with regards to financial resources. Last but not least, Thailand should focus on water and environment, moving from a resource-intensive growth path with costly natural disasters to one characterised by sustainable development. In the case of water, this means moving from ad-hoc responses to effective management of water security.

    Open Government in La Marsa, Sayada and Sfax in Tunisia

    This report analyses legal and institutional frameworks, public policies and open government practices in Tunisia at the local level. It is based on three pilot municipalities - La Marsa, Sayada and Sfax. The report proposes recommendations to help the central government create an enabling environment for open government at the local level. It also provides support for the efforts of these municipalities and those of civil society to establish new mechanisms for participation, transparency and accountability.

    Measuring Innovation in Education 2019 - What Has Changed in the Classroom?

    Measuring innovation in education and understanding how it works is essential to improve the quality of the education sector. Monitoring systematically how pedagogical practices evolve would considerably increase the international education knowledge base. We need to examine whether, and how, practices are changing within classrooms and educational organisations and how students use learning resources. We should know much more about how teachers change their professional development practices, how schools change their ways to relate to parents, and, more generally, to what extent change and innovation are linked to better educational outcomes. This would help policy makers to better target interventions and resources, and get quick feedback on whether reforms do change educational practices as expected. This would enable us to better understand the role of innovation in education.

    This new edition of Measuring Innovation in Education examines what has (or has not) changed for students over the past decade in OECD education systems. It reviews no fewer than 150 educational practices. The report casts light on systemic innovation in primary and secondary education, with a focus on pedagogical innovation. Has the use of technology spread? Have assessments become more important in pedagogical practices? Are students given more agency in their learning? Are they still asked to memorise facts and procedures? Do teachers increasingly engage students in peer learning activities? These are some of the questions this book seeks to answer. This report also presents some preliminary findings about the links between innovation and educational performance.

    This book will offer precious insights to policy makers, the education community and all those who seek to understand how educational practices are evolving.

    OECD Skills Strategy Flanders - Assessment and Recommendations

    Better skills policies help build economic resilience, boost employment and reinforce social cohesion. The OECD Skills Strategy provides countries with a framework to analyse their skills strengths and challenges. Each OECD Skills Strategy diagnostic report reflects a set of skills challenges identified by broad stakeholder engagement and OECD comparative evidence while offering concrete examples of how other countries have tackled similar skills challenges. These reports tackle questions such as: How can countries maximise their skills potential? How can they improve their performance in developing relevant skills, activating skills supply and using skills effectively? What is the benefit of a whole-of-government approach to skills? How can governments build stronger partnerships with employers, trade unions, teachers and students to deliver better skills outcomes? OECD Skills Strategy diagnostic reports provide new insights into these questions and help identify the core components of successful skills strategies. This report is part of the OECD’s ongoing work on building effective national and local skills strategies.

    Linking the Indigenous Sami People with Regional Development in Sweden

    The Sami have lived for time immemorial in an area that today extends across the Kola Peninsula in Russia, northern Finland, northern Norway's coast and inland, and the northern half of Sweden. The Sami play an important role in these northern economies thanks to their use of land, their involvement in reindeer husbandry, agriculture/farming and food production, and connection with the region’s tourism industry. However, in Sweden, as in the other states where the Sami live, the connections with regional development are often inconsistent and weak, and could do more to support the preservation and promotion of Sami culture and create new employment and business opportunities. This study, together with the OECD’s broader thematic work on this topic, provides actionable recommendations on how to better include the Sami and other Indigenous Peoples in regional development strategies, learning from and incorporating their own perspectives on sustainable development in the process.
