    On May 15th 2018, Ministers responsible for Social Policy in over 35 OECD and partner countries will meet in Montréal to exchange their views on their countries’ challenges, opportunities, and best practices in social protection in a Ministerial meeting entitled Social Policy for Shared Prosperity: Embracing the Future.

    Investing in Youth: Norway

    The present report on Norway is part of the series on "Investing in Youth" which builds on the expertise of the OECD on youth employment, social support and skills. This series covers both OECD countries and countries in the process of accession to the OECD, as well as some emerging economies. The report provides a detailed diagnosis of youth policies in the areas of education, training, social and employment policies. Its main focus is on young people who are not in employment, education or training (the "NEETs").

    Earlier reviews in the same series have looked at youth policies in Brazil (2014), Latvia and Tunisia (2015), Australia, Lithuania and Sweden (2016), Japan (2017).

    OECD Competition Assessment Reviews: Mexico

    Many of Mexico’s product markets remain among the most heavily regulated in the OECD. These structural flaws adversely affect the ability of firms to effectively compete in the markets and hamper innovation, efficiency and productivity. Against this backdrop, this report analyses Mexican legislation in the medicine (production, wholesale, retail) and meat sector (animal feed, growing of animals, slaughterhouses, wholesale and retail) along the vertical supply chain. Using the OECD Competition Assessment Toolkit to structure the analysis, the report reviews 228 pieces of legislation and identifies 107 legal provisions which could be removed or amended to lift regulatory barriers to competition. The analysis of the legislation and of the Mexican sectors has been complemented by research into international experience and consultation with stakeholders from the public and private sectors. The OECD has developed recommendations to remove or modify the provisions in order to be less restrictive for suppliers and consumers, while still achieving Mexican policy makers’ initial objectives. This report identifies the potential benefits of the recommendations and, where possible, provides quantitative estimates.

    Towards a Stronger and More Inclusive Mexico - An Assessment of Recent Policy Reforms

    Under President Enrique Peña Nieto’s leadership, Mexico has put together the most ambitious reform package of any OECD country in recent times, forged the political consensus necessary to approve it through the unprecedented Pacto por México, promoted these and other reforms in Congress and has started implementing them. The battery of reforms has addressed challenges in policy areas that had been waiting for deep changes for decades, including education, labour, tax, health, telecommunication, and energy and justice, among many others. Mexico still faces important challenges which is why it is crucial for Mexico to continue its reform agenda. It is imperative to strengthen some of the recent reforms, and to keep updating and promoting them to ensure their effective implementation. The OECD stands ready to further accompany Mexico on this path.

    Pensions at a Glance 2017 - OECD and G20 Indicators

    The 2017 edition of Pensions at a Glance highlights the pension reforms undertaken by OECD countries over the last two years. Moreover, one special chapter focuses on flexible retirement options in OECD countries and discusses people’s preferences regarding flexible retirement, the actual use of these programs and the impact on benefit levels.

    This edition also updates information on the key features of pension provision in OECD countries and provides projections of retirement income for today’s workers. It offers indicators covering the design of pension systems, pension entitlements, the demographic and economic context in which pension systems operate, incomes and poverty of older people, the finances of retirement-income systems and private pensions.

    The 2030 Sustainable Development Agenda - Towards a Successful Implementation by Poland

    The 2030 Agenda for Sustainable Development, adopted by world leaders at the United Nations on 25 September 2015, sets out an ambitious action plan to improve the lives of people everywhere. On 14 February 2017, the Polish government adopted its Strategy for Responsible Development, which sets out over 700 actions to increase the income of Polish citizens and strengthen social, economic, environmental and territorial cohesion within the country. With its Strategy for Responsible Development, Poland has taken an important first step towards tackling all these issues. But achieving the SDGs will be a long journey with many hurdles, during which Poland will regularly have to adapt its strategies, actions plans and policy measures and refresh the commitment of all stakeholders. Exchanging experiences with other countries throughout the process on what works and what doesn’t can help the country successfully navigate this journey.

    OECD Guidelines on Measuring the Quality of the Working Environment

    This publication presents an internationally agreed set of guidelines for producing more comparable statistics on the quality of the working environment, a concept that encompasses all the non-pecuniary aspects of one's job, and is one of the three dimensions of the OECD Job Quality framework. These Guidelines take stock of current data availability in this field, review the analytic and policy uses of these measures, proposes a conceptual framework based on 6 dimensions and 17 characteristics (ranging from physical risk factors and work intensity, through to task discretion, autonomy and opportunities for self-realisation), assesses the statistical quality of measures in this field, and provides guidance to data producers and users on methodological challenges in this field. These Guidelines also include a number of prototype surveys modules that national and international agencies could use in their surveys.

    These Guidelines have been produced as part of the OECD Better Life Initiative, a pioneering project launched in 2011 with the objective of measuring society's conditions across 11 dimensions of people's well-being. They follow on from similar measurement guidelines on subjective well-being, micro statistics on household wealth, integrated analysis of the distribution on household income, consumption and wealth, as well as trust.

    OECD Guidelines on Measuring Trust

    Trust, both interpersonal trust, and trust in institutions, is a key ingredient of growth, societal well-being and governance. As a first step to improving existing measures of trust, the OECD Guidelines on Measuring Trust provide international recommendations on collecting, publishing, and analysing trust data to encourage their use by National Statistical Offices (NSOs). The Guidelines also outline why measures of trust are relevant for monitoring and policy making, and why NSOs have a critical role in enhancing the usefulness of existing trust measures. Besides looking at the statistical quality of trust measures, best approaches for measuring trust in a reliable and consistent way and guidance for reporting, interpretation and analysis are provided. A number of prototype survey modules that national and international agencies can use in their household surveys are included.

    These Guidelines have been produced as part of the OECD Better Life Initiative, a pioneering project launched in 2011, with the objective to measure society’s progress across eleven domains of well-being. They complement a series of similar measurement guidelines on subjective well-being, micro statistics on household wealth, integrated analysis of the distribution on household income, consumption and wealth, as well as the quality of the working environment.

    The OECD Child Well-Being Data Portal gathers data on child well-being and the settings in which children grow up. It provides information on children’s home and family environment, their health and safety, their education and school life, their activities and their life satisfaction, and also links to information on public policies for children.

    Youth Aspirations and the Reality of Jobs in Developing Countries - Mind the Gap

    Many governments in developing countries are realising that good quality jobs matter for development. However, little attention has been paid so far to explore what actually matters for young people in terms of job characteristics and employment conditions. Today, in many developing and emerging countries, a key development challenge is that existing jobs do not live up to youth aspirations.

    This study revisits youth labour market performance and the quality of jobs in developing countries. It places youth employment preferences at the forefront and answers the following questions. What is the nature of youth careers aspirations and job-related drivers of job satisfaction? What shapes such employment preferences? How likely will young people be able to meet their job aspirations? What policy makers can do to reduce the gap between youth preferences and the reality of jobs?

    The study draws on the comprehensive data from school-to-work transition surveys in 32 developing and transition countries in Africa, Asia, Europe and Latin America. It suggests a number of priority areas for policy makers to enhance youth well-being, raise labour productivity, and contain the chilling effects that unmet youth aspirations can generate on society.
